HTML 5 setting not inherited by nested harnesses

The default setting on a harness rule is to inherit the HTML 5 setting from the application rule. This works fine on top-level harnesses, but does not work on embedded harnesses that display in an iframe such as the perform harness. It is necessary to explicitly set the document type on embedded harness to enable HTML 5.

Steps to Reproduce
