HTMLtoPDF does not reflect HTML format in PDF

Summary
Styles using 'Display:flex', 'border-top: .2px solid black', and line spacing in a <textarea> tag do not reflect in a PDF.

Steps to Reproduce

Root Cause
A third-party product issue.
The HTMLtoPDF activity uses the third-party PD4ML software. PD4ml 3.10 does not support the mentioned attributes.
Resolution
Perform the following local-change:
- Use the supported CSS to reproduce the Display:Flex formatting.
- Use a Pixel value of 1 or higher for 'border-top: .2px solid black'.
- Use a Paragraph HTML tab instead of the TextArea tag for Line Space formatting.
