htmltopdf works differently between user and developer portals

Summary
Some font colors are displayed as grey when exporting to PDF from within one portal, and as black when exporting from within another portal.
One of the two portals is the Developer portal and the other is a user portal.

Steps to Reproduce
Call HTMLToPDF from the developer and user portals and look at the font colors in the PDF presentation.
Root Cause
The HTML rule being converted to PDF contained pega:include tags that pulled in the DesktopStylesFull fragment, which contains conditionals that test whether the Developer portal is being used.
Resolution
There's no need to pull in either the WorkFormStyles or the DesktopStylesFull fragments.
Removing those references allow the PDF presentation to be the same when HTMLToPDF is called, regardless of which of the two portals it is called from.
