In the Internet Explorer 11 browser:

The flow of requests are as below:

Cookie: JSESSIONID=BE5E0673DFFB41AF92CAA11DD48737F5; Pega-RULES="{atn}e3ByfVMxbWFjNVE2VDlCT2NJZlVPcTJyVVhHUndqV1hGRkV0QWFMS1QwQmx4MkFWemJGbXZrN1NLSDFNdDJNQjViQ3I0ejh0b3R0U3JOVk0KM1VYSTJGMnFLUT09"; v1st=1634DF5852123AFF; FORUM_LOGIN_AUTH_SECURE_CODE=0B-C8-20-2F-C6-FF-28-90-57-D6-DD-6D-62-78-47-AD-F1-E4-92-97-92-25-FF-B9-40-8F-9D-36-6B-AD-5D-01-07-69-D4-A1-8D-07-F6-57-39-02-82-FA-87-00-AC-A8-BD-B0-89-4D-C4-54-80-37; lang=zh; hwsso_uniportal="";

Since the reported behavior occurs intermittently in Internet Explorer 11 browser, this was because the Language was not set. Since, it worked on a few systems of Internet Explorer 11 browser users, the issue was due to caching.

Resolution
