Working in Pega 7.1.9 Designer Studio, the application developer tries to open Help and gets the error message.

Steps to Reproduce
- In Designer Studio, open the application.
- Go to Actions and click Get help.
Root Cause
A Pegasystems bug where an incorrect URL mapping is in place in the prhelp.war file for the page Edit Application.
Resolution
Perform the following local-change:
- On the Designer Studio landing page, click System > Settings > URLs.
- In the field Online Help URL, type https://pdn.pega.com/sites/default/files/help_v719.
