Import of older rules removes higher rules

As part of the UAT environment preparation for current application release version 19.2, incremental Product rules (19.02.01 - 19.02.14) are applied. It is determined that an earlier version of the Product rule (01.01.09) is available in Production but is missing in UAT.
As a result, the 01.01.09 Product rule is applied on top of the 19.02.14 RuleSet version. UAT now has the Product rule list which no longer displays all versions for RuleSet version 19.02.*. The application stack reverted back to the application version 01-01 and all the new services introduced as part of 19.2 version are not available anymore.

Steps to Reproduce

Apply an older Product rule (01.01.09), which is missing from the environment, on top of the latest RuleSet version (19.02.14).

Root Cause

This behavior is as per Pega product design.
Since the older Product rule also included Associated data, such as Access Groups and the Application rule, this caused the data objects to be overwritten.

When importing older Product rules, preview the Product rule first and use the Advanced option when importing to skip the old data items.
