Import or Export feature not available for delegated Data Type

Summary
Business user needs to maintain the Data record in bulk.
Currently delegated Data type does not have the ability to download and upload CVS files or edit in Excel.

Steps to Reproduce
- Delegate the Data Type to an access group.
- Open the Data Type in User portal.
Root Cause
The Import or Export feature for delegated data types was not available in Pega 7.1.8.
Resolution

Note: This feature is present in Pega 7.2.1.
