Import revision feature in Revision Management does not work

Summary
Import of Revision package does not work and unable to import new revisions in Revision Management.

Steps to Reproduce
- Create a Revision ruleset with only one strategy rule.
- Import the ruleset from the Revision Management portal (Designer Studio > Decisioning > Infrastructure > Revision Management > Revisions).
- Click Submit. Rollout access group is mapped to a new version of the application which is a blank version. On tracing the process, pyRollOutToAllAGs in Step 2.3 sets a blank value for .pyDefaultAppVersion instead of the next application version.
Root Cause
A defect in Pegasystems’ code or rules.

Apply the below hotfixes:
