Incorrect behavior for privilege condition in repeat grid

Summary
The privilege option in the link control configuration was used as a condition to enable or disable the links in the repeat grid. But, the links are disabled or hidden even if the operator has the privilege.

Steps to Reproduce
- Configure a column containing link in the repeat grid.
- Design the cell properties of the link to use the privilege option.
Root Cause
In pzGenerateLinkOrButton RUF, tools.getPrimaryPage() was passed to pega_rules_default.ValidatePrivileges function. Sometimes, primary page might be different from the page context on which current part of the section is rendered. For example, when a grid or repeating dynamic layout is present.
Resolution
Apply HFix-29234.
