Summary
Incorrect local-action is displayed with Pega 7.1.9.

Steps to Reproduce
1. Navigate to a flow action.
2. Open a local action using Menu.
3. Navigate back to the flow action using the action drop-down.
4. Now click the action drop-down. The local-action which was called inside the Menu will be displayed in the flow level Action drop-down.
Root Cause
User is on pyLocalActionsList to display the local-actions which displays in that page context.
User performing a local action on click of button(replace content), which is getting added in pyLocalActionsList.
Resolution
Perform the following local-change:
Replace the pyLocalActionsList with the customized list which consists of all local-actions which should be presented at that particular page.
Another local-change is to replace the "replace content" with modal dialog.
