Steps to Reproduce

1. Create a skin on 6.x or earlier using the branding wizard
2. Move the skin over to 7.1.6 and resave the skin
3. Apply the skin to a portal that is using a menubar
4. CSS should look incorrect in Chrome or Firefox

Root Cause

Upgrade logic is applied to a skin on save when a skin is moved from an older version of PRPC to a newer version. There was an error in the upgrade logic that caused the incorrect CSS for menus to be generated.

Resolution

This issue is resolved through creating a new skin to get the out of the box CSS. Once a skin is saved there is no easy way to revert the upgrade logic.
