Incorrect version of data transform runs when data page loads

Summary
User configures an email listener to process an email and resume a flow. The parameters for resuming the flow are passed through a data page which is loaded by a data transform. When the data page loads, the lower version of the data transform runs instead of the latest version of the data transform.

Steps to Reproduce
- Create an email listener
- Read the email using the email listener
- Resume the flow
- Pass the parameters to resume the flow using a data page that loads from a data transform
Root Cause
An issue in the custom application code or rules where the operator and access group associated with the email listener did not have access to the latest version of the data transform.
Resolution
Perform the following local-change:
Update the respective access group with the appropriate ruleset.
