Invalid expression for label while opening pyDefault rules

Summary
After a database cleanup and restart, the pyDefault rules do not open and an IndeterminateConditionalException is generated in the log.
Error Messages
com.pega.pegarules.pub.runtime.IndeterminateConditionalException: in RULE-OBJ-WHEN RULE- PXISNOTCIRCUMSTANCE GMT: Invalid expression for label
Steps to Reproduce
- Perform a cleanup of the database.
- Restart the database.
Root Cause
A defect or configuration issue in the operating environment.
The rule assembly cache did not contain the out-of-the-box rules after a clear-cache database restart.
Resolution
Perform the following local-change:
In the Pega API, use the Reassemble API call to re-assemble the required rule.
