The isBusinessDay() function returns false for any Monday date

Summary
The America/Chicago timezone is used for the operator and the Calendar (that is, NAH). On passing the Date property value to the isBusinessDay Rule-Utility-Function (RUF), the function returns false for any Monday date when triggered in an agent activity.

Steps to Reproduce
- Create an agent.
- Create an activity to use in the agent.
- Pass the Date value to isBusinessDay() (that is, @isBusinessDay("20190422", NAH)).
Root Cause
Incorrect Date format was passed to the isBusinessDay RUF.
Resolution
As a local-change, pass the DateTime property to the isBusinessDay RUF.
