Issue after Pega 7.1.8 Deployment

Summary
Cannot launch Pega application. When attempting to access, the error is received:
Message: An has occurred processing this request. Please contact your system administrator.
Unable to obtain build properties due to java.lang.reflect.InvocationTargetException: null

Steps to Reproduce

Root Cause
A software use or operation error. Name space bindings for PegaRULESDefaultSchema and PegaDATADefaultSchema were defined at Websphere Cell scope.
This prevented the Pega application from reading them correctly and thus the schema names for Pega database were not known for bootstrapping.
Resolution
Make the following change to the operating environment:
Change the scope of name space bindings for PegaRULESDefaultSchema and PegaDATADefaultSchema to Server instead of Cell.
