Issue with Application Specification rule

Summary
When an Application Specification rule is copied from one ruleset version to another ruleset version using the wizard, user unable to download the attached documents from the destination ruleset version and an error is thrown. When they do a Save As of the rule into another version, there is no issues.

Steps to Reproduce

Root Cause
A defect in Pegasystems’ code or rules.
Where the Binary files created for the attachments are getting deleted when deleting a old ruleset even copied all the rules from old RuleSet to a new ruleset.
So attachments are not opening from the new ruleset.
Resolution
Apply HFix-28525 to resolve the issue.
