Issue with CSV format

Summary
The values after a comma are added to the next column field values and the values shift out of the columns. This occurs while extracting a rule in the CSV format.

Steps to Reproduce
- Run the Extract rule (CSV format)
- Open the CSV file generated in Excel
Root Cause
A few property values contained comma. The text that followed a comma was shifted to the next column. Hence, the values were shifted out of the column.
Resolution
Perform the following local-change:
Use "|" as the delimiter instead of ","
