Issue with localization with shortcut links

Summary
Developer has created a section containing a link with shortcut key option.
When the application is localized, shortcut keys link labels are getting localized. However, after hitting shortcut key (ALT + key), nothing happen.

Steps to Reproduce
1. Create a section with link.
2. Create a field value and localize the link value and in the localized value , put & before any key (which will become the hot key).
3. Press ALT + key (specified).
Root Cause
The localized label is retrieved at generation time which is incorrect because at generation time the rule resolution will happen in a different way than runtime.
The check for presence of '&' should happen at runtime.
Resolution
Apply HFix-30796 to resolve the issue.
