Issue with RC 83

Summary
Developer create a dispute with the following information
Acquirer region = 3 (Europe)
MOTO= 2 or 3 or 4
And MCC = GBR
On selecting code RC-83 , they expect it submit the charge back but it is defaulting to Retrieval request.

Steps to Reproduce
Create a dispute case with below data
Acquirer region = 3 (Europe)
MOTO= 2 or 3 or 4
And MCC = GBR
Select the reason code RC - 83 and submit the chargeback
Ideally it should submit the chargeback without any issues.

Pega Bug: changes required on the when rule
Resolution
Hotfix Item HFix-20349 resolves the issue
