Issue with rescheduling a report

Summary
Error on changing the time for a scheduled report to some time later on the same day. The error occurs though the selected time is later than the current time.
Error Messages
Validation error:
You must select a time that is later than the current time.
Steps to Reproduce
Set the time of the existing scheduled report to some time later, the same day.
Root Cause
A software use or operation error: No time zone is selected for the operator. This causes the validation to fail since the activity cannot configure a Calendar object to verify the selected date time against.
Resolution
Perform the following local-change:
Select a time zone as per the operator's preferences.
