Issues creating tenants on paex42

When creating a tenant there are errors in the log which prevent the successful import of the RAP file needed to fully create the tenant.

Error Messages

Tenant is created but there are errors on import.

(Accel_Management_Import.Action) ERROR - The following rules cannot be imported because the associated rulesets are present in a different context:
2017-05-02 14:57:08,040 [ PegaRULES-Batch-96] [ STANDARD] [ ] [ ] (Accel_Management_Import.Action) INFO - DATA-ADMIN-WORKBASKET ACCOUNTEXCEPTION

Steps to Reproduce

Run activity to create a tenant and imports RAP file.

Root Cause

A software use or operation error. There are non-rule resolved rules included in the RAP file which are already present on the system in a different context. When importing a RAP as part of creating a tenant there is no option to skip or overwrite these type of rules.

Perform the following local-change: Remove the duplicate rules from the RAP file and then rerun the create tenant activity.
