Issues with RTE and Spellcheck on IE 10 and IE 11

Summary
Few issues with RichTextEditor and Spellcheck particularly on Internet Explorer 10 and 11. Spellcheck does not work as in the mis-spelled words are not underlined and a few JS exceptions are caught while debugging using Developer Tools, and Secondly, errors are noted on the logs as shown below:

There are no issues with RTE on Firefox or Chrome or earlier versions of IE including 9.
Error Messages
Following Error noted on PegaRULES log:
(ted.pega_uiengine_spellchecker) ERROR gcsdev|10.224.222.218 [email protected] - InitNewSession returned false
Steps to Reproduce
1. Open Advanced RichTextEditor on UI Gallery in Dev Portal on IE 10 or IE 11
2. Type sample text with grammatical mistakes.
3. Click spellcheck icon on RichText Editor.
Root Cause
For IE, in later versions, many new locale are added, so it detects the location and selects en-IN.
For en-IN, there is no dictionary.
Resolution
This issue is resolved through the following local change:
Update Locale in Operator to en_US.
