Java.lang.RuntimeException when Tracer is enabled

Summary
RuntimeException occurs on enabling the Tracer and using the declare page as a step page.
Error Messages
java.lang.RuntimeException: Caught Exception while expanding Property pyAllowedToEditValues on Declare_Page.Page(1).pyPropertyColumns(1). pyColumnRestrictions(default)
Steps to Reproduce
- Open the Tracer for a service activity.
- Invoke the service from the UI.
Root Cause
A defect in Pegasystems’ code or rules. When the read-only datapage was used as a step page, an issue occurred when the data page was expanded.
Resolution
Apply HFix-38953.
