Jobs run one hour earlier than scheduled time

Summary
User schedules jobs using Job Schedulers based on local time and in a timezone that switches to Daylight Savings Time (DST) and back (Europe or Berlin).
When the clock is moved back from DST to Standard time, the jobs run one hour earlier than the scheduled time (related to local time, when the time related to UTC remains same).

Steps to Reproduce
- Setup a job process
- Monitor the process using Admin Studio across dates when the DST changes
Root Cause
The time calculation for the next start considers the configured time zone incorrectly. To be specific, it incorrectly handles the DST switches.
Resolution
This issue is addressed in the Pega 8.1.8 patch release.
Alternatively.
Perform the following local-change:
- Restart the system after the clock adjustment
- Resave the Job Schedulers
