Launching report opens blank tab when filter section is enabled

The Report tab title is blank when the report is launched from the Report browser.

Steps to Reproduce
- Create a report definition.
- Navigate to the Report browser.
- Check the 'Prompt for filter changes before displaying report' option.
- Navigate to the End User portal and open the report.
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Apply HFix-54012.
