Layout group (tabs) Click events only trigger on tabs

Summary
Click Actions configured on a Layout group (tabs) only triggers the event on the tab. However, clicking the dynamic layout does not work.

Steps to Reproduce
Configure a Click event on a dynamic layout added in a modern Layout group (tabs).
Root Cause
Design changes made for the modern layout group (tabs) resulted in the configured action to be stamped only on the tab header.
Resolution
Perform the following local-change to configure the Tab body (dynamic layout) to have action events:
Add a Wrapper layout such that both the tab and the dynamic layout can have either the same or independent action events.
