Layouts do no display on acknowledging failed validation

Summary
Some layouts or fields do not display while submitting a screen with a failed validation. This occurs when using the Internet Explorer 11 browser.

Steps to Reproduce
- Create a section with required fields in a dynamic layout
- Fail a required validation. Error displays on the screen
- Click Ok. Some of the fields do not display
Root Cause
Incorrect calculation of the height of the column layout on Internet Explorer 11 browser, which caused the column main to shrink to a minimum height.
Resolution
Perform the following local-change:
Update the section to use the dynamic layout inline 70-30 format.
