ListtoList titles localizing if localized checkbox is unchecked

Summary
You have unchecked Localized check box in the section rule, yet the ListtoList titles are localizing on the screen.

Steps to Reproduce
1. Uncheck Localize check box in the section under HTML tab.
2. Enable the ListtoList control to give the properties (source title and target title) by clicking on the pencil icon.
3. Run the section to see that those titles are localizing even though localize check box is unchecked on the screen.
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules.
In GenerateHTMLPropertyParams Rule Utility Function, parse the bLocalize parameter. This parameter is missed at engine in ListtoListTag .java, to have a condition before localizing the firsttitle and the secondtitle.
Resolution
This issue is resolved by HFix-21409 and HFix-21660.
