Listview header is not fixed in IE (NBAA portal)

Summary
When large number of records displayed in (negotiation group) list view rule and users scroll through to see the other records, the header is scrolling for fraction of seconds.
This header should be absolute static and should not up and down with scroll.

Steps to Reproduce
1. Launch Next-Best-Action Advisor (NBAA) portal.
2. Open the 'Offer Negotiation' WorkObject.
3. Click on the "Plans" tab.
4. Scroll through the contents, header is not constant.
Root Cause
This issue was determined to be a product enhancement request.
Resolution
As of version Pega 7.22, Pega has released a different product base that is fully integrated into the Customer Service product, that does not use the same grid technology.
On that product base this should no longer be an issue.
