SIT URL has compatibility settings that causes the Internet Explorer browser to render in the Compatibility mode.

The working URL has the user agent: Mozilla/5.0 (Windows NT 6.1; WOW64; Trident/7.0; rv:11.0) such as Gecko.

The non-working SIT URL has user agent: Mozilla/4.0 (compatible; MSIE 7.0; Windows NT 6.1; WOW64; Trident/7.0; .NET CLR 2.0.50727; .NET CLR 3.0.30729; .NET CLR 3.5.30729; .NET4.0C; .NET4.0E; InfoPath.3; MS-RTC LM 8; SLCC2; TD_LCK_V80_01

As a local-change, delete the compatibility settings.
