Localization Export zip file does not download

Summary
On installing the localization pack for Japanese and clicking the 'Download for translation', the exported ZIP file does not download. The progress bar does not change and is at 0% percentage infinitely.

Steps to Reproduce
- Run the localization wizard.
- Click the Download for translation in Export translations.
Root Cause
A defect or configuration issue in the operating environment.
An older version of Java was used where the XML constants were not available.
Resolution
As a local-change, upgrade to the most current Java version.
