Localization of PegaSurvey

Summary
Unable to localize the PegaSurvey framework due to rule availability set to Final.The rules that are set to Final, that need to be edited, are shown below:

Steps to Reproduce
- Attempt to localize the PegaSurvey Framework
- Final Rules prohibit this framework from being localized.
Root Cause
The rules that needed to be localized were set as "Final", so changes could not be made as needed. A hotfix was needed to allow for these rules to be edited.
Resolution
Apply HFIX-31666 to resolve the issue.
