Localization of Tooltips in History List View do not appear(Fr)

Summary
When the application is localized to French, the tooltips on the buttons inside the filter dropdowns are not coming in French.

Steps to Reproduce
1. Open a case and select "View Full History".
2. Click filter options and hover mouse on Add/Remove Columns, Show All, Apply and Cancel buttons. Observe the tooltips are coming in English instead of the localized values.
Root Cause
A defect in Pegasystems’ code or rules. Upon debugging found that, in filter pop up section (pzShowLVFiltersContainer) the Add/Remove Columns, Show All are using pzReportingLink control. This control gets the localized text of pyMessageLabel to show the localized message in tool tip.
Resolution
Apply HFix-40342.
