Manager portal left pane is gray and content does not display

Summary
On resizing the Case Manager portal, the left pane is gray and the content does not display at a breakpoint.

Steps to Reproduce
- Open the Case Manager portal
- Resize the window such that the width is below 1300px
Root Cause
The Panel width breakpoint configured in Skin is 170 px and max-width is 1300 px.
Resolution
Perform the following local-change:
- Navigate to Skin > Screen layouts > 'Header left' style format > Panel width
- Change the Panel width to 210 px and max-width to 1250 px
