Mandatory Fields are not enforced for Bug Root Cause Analysis

Summary
Validation does not occur for Required fields for Root Cause Analysis (RCA) on a bug. A user can move an item to the Resolved-Completed status without the validation being enforced.

Steps to Reproduce
- Create a Bug.
- Open the Scrum Board.
- Move the bug using the drag and drop from: To-Do to Doing.
- Add values for Assigned to Resource.
- Add instructions.
- Click Submit.
- Move the bug from: Doing to Verify.
- Add a Resolution note and Hours spent.
- Click Submit.
- Move the bug from: Verify to Done.
- Add another Resolution note.
- Click Submit.
- Edit the Bug from the Scrum Board. The Mandatory fields are empty.
Root Cause
A defect in Pegasystems’ code or rules.
When a product does not have the Extended Bug Process enabled, on dragging and dropping a Bug to 'Verify' from 'Doing' in the Scrum Board, the validation is not called before completion.
Resolution
Apply HFix-54739.
