Menubar Control displays an empty box if user switch between tab

Summary
User has implemented 'Links' with the 'Menubar' Control and Action as 'Navigation'. User is getting an empty box for links when switching between tabs.
Error Messages
No error message but getting an Empty Box wit Menu Text in invisible mode but tooltip gets appeared on mousehover.
Steps to Reproduce
1. Open any Claim File
2. Click on Links, The menu gets dispalyed.
3. Click on any other tab(Tab Click)
4. Go back to Claim File Tab
5. The Links will show an empty box with Menu list in invisible mode but Tooltip gets appeared when you do mousehover on the Menu.

Resolution
User has implemented 'Links' with the 'Menubar' Control and Action as 'Navigation'.
User is getting an empty box for links when switching between tabs.

This issue is resolved by hotfix item HFix-20005
