Root Cause

This issue was determined to be a product enhancement request.

Resolution

Here's the explanation for the reported behavior:

When using a pxDateTime control for a Date only capture (for any time zone), the Value Set in the property is set to one day less as it defaulted the time to 00:00:00.000 and converted to GMT (that is, -1 hour). Hence, the final value is stored as -1 day, 23:00:00.000.
Pega stores the Date values in GMT format and it does not save according to the locale or server time.

An enhancement request, FDBK-16767, is created for consideration by Pega Product Management.
