Modal Window displayed without button and scrollbars in IE11

Summary
Developer has configured on click of a button to display a list on a modal dialog.
At the bottom of the modal dialog they have a button to perform some functionality. Only in Internet Explorer 11, on launching the modal dialog, the display is cut off at the bottom as a result users are unable to view the button to perform its action also scroll bars are not coming.
Behavior is observed when the items shown in modal dialog is a long list. This works correctly in Firefox browsers.

Steps to Reproduce
1. Add a button to a section.
2. Add action set (Click - Local Action; having target as Modal Dialog). Modal dialog to display a long list.
Root Cause
Developer had configured to use fixed width of content for the dynamic layout. Refer below settings were configured:
- Width of Content was set as 'Pixels(Fixed)'
- Selected 'Fixed (pixel) size grid'
- Grid size (in pixels) was set as 920 x 130
Resolution
Perform the following local-change:
Use style of modal dialog window as flexible.
