Summary
Model pop-ups are not being launched properly.
Local actions are not being launched properly. The main screen and the pop-ups are getting scattered on screen.

Root Cause
The root cause of this issue is, user did not select Add legacy support for applications built prior to Pega 7 and support for IE9 checkbox present in the skin
in which the application is using.
Resolution
The issue was resolved after user selects the Add legacy support for applications built prior to Pega 7 and support for IE9.
