Move Rules tool does not work; Ruleset version list is empty

Summary
In the App Explorer, user tries to do the move rules for a given entity. The move rules screen is presented a user can select a target class. Ruleset but the version is blank and a version cannot be selected.
Ruleset version list is always empty so the tool cannot be used.
Error Messages
Value cannot be blank
Steps to Reproduce
1) Run Refactor->Move Rules on a class
2) Select parent class
3) Select Ruleset
4) Version list is empty
Root Cause
A defect in Pegasystems’ code or rules.
According to BUG-221305 and BUG-221333 this issue is fixed in 7.1.10. A hotfix was already made for 7.1.8 but we need for 7.1.9.

Apply HFIX-24875
