MSOParseExcelFile incorrect behavior while parsing

Summary
Incorrect amount displays when using MSOParseExcelFile to parse the amount.
For example, The amount 137.14 is parsed to 137.1399999999 on parsing using MSOParseExcelFile.

Steps to Reproduce
Use MSOParseExcelFile to parse the amount 137.14.
Root Cause
An issue in the custom application code or rules. Cell format in the amount column of the Excel file was incorrect.
Resolution
Perform the following local-change:
- Add a step to loop through the amount list that reads from the Excel file
- Format to two decimal precision using RoundToPrecision Rule-Utility-Function
