Steps to Reproduce

This issue only occurs in a custom build application. Can not be replicated using out-of-the-box functionality.

Root Cause

To maintain a DeclareIndex's increment/decrement, the system automatically associate PageList items with an internal pzIndexes ValueGroup property.

In the custom application, there are logic that manipulate the clipboard data and incorrectly removing the pzIndexes property from the PageList items which cause the system inserting duplicated records into the DeclareIndex table.

Do not manipluate the internal pzIndexes property. This property is manitained by the system internally.
