Multiple swimlanes always backs to the original order

Summary
When you put multiple swimlanes in a flow, the order of their appearances is always back to the original state after saving it.
Error Messages

Steps to Reproduce
1. Put two swimlanes: "A" and "B".
2. Switch the position of "A" and "B".
3. Save the flow and close it.
4. When you reopen the flow, you will see that the order of swimlanes has turned back to the original state in the step #1.
* Please note that this phenomenon also affects to the "Where am I?" feature.
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules. HFicx 9905 changes cause this issue on ML 6 .
Resolution
This issue is resolved by hotfix item HFix 20018(ML 6) and HFix 20521(ML 7)
