Multiselect does not work in Pega 7.1.5 on IE10

Summary
Multiselect control does not work in Pega 7.1.5 on IE10 browser. User observes that the value is not set on clipboard.

Steps to Reproduce
1. In a section include Multiselect control.
2. Run the use case in IE10.
Root Cause
The root cause of this problem is an API change in this version of IE. IE follows a strict standard on the usage of 'createElement' function which causes JS error.
Resolution
This issue is resolved by HFix-22521.
