New ADM models are not updated

Summary
The newly created Adaptive Decision Manager (ADM) models are not updated, are not displayed in the Model Management page, or have their snapshot taken. Hence, a concurrency error is generated in the ADM's Commit log.

Steps to Reproduce
View the DatabaseFactoryKeysCache class in the dsm/adm/adm-api project. The Add and Remove methods are non-thread safe.
Root Cause
A defect in Pegasystems’ code or rules.
The class must be modified such that it can be used concurrently.

Apply HFix-51768..
