"Next" button is not enabled and disabled correctly

Summary
"NEXT" button is not enabled and disabled correctly on a modal dialog launched from a repeat grid through a pxLink > Navigation menu combo.

Steps to Reproduce
1. Configure a repeat grid.
2. On one of the columns configure a pxLink to open a Navigation rule.
3. The Navigation rule launches a local action.
4. Launch this local action from the last row.
"Next" button is disabled by default. Cause a "validation" error to happen on the modal dialog. The "Next" button is now erroneously enabled.
5. Launch modal action from the last but one row.
"Next" button is enabled by default. Cause a "validation" error to happen on the modal dialog. The "Next" button is now erroneously disabled.
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules. "NextDisabled" parameter was set incorrectly in case of server side errors.
Resolution
This issue is resolved by hotfix item HFix-20438.
