No articles display when user doesn't have role for top category

When a user does not have the Access Role required to view a category, the user is unable to view any article in the classic Help site homepage. This occurs if the category is the top category on the Help site. However, the articles display when the user clicks other categories in the classic Help site.

Steps to Reproduce

  1. Login as a system administrator.
  2. Launch the Knowledge Management portal.
  3. Navigate to Taxonomy.
  4. Edit the top category and a role that current user does not have.
  5. Navigate to Knowledge > Help sites.
  6. Open a Help site.
  7. Change the Template to 'Classic'.
  8. Click Preview. The main area that displays the list of articles from Top category is empty.

Root Cause

When categories are added to the Help site from the Help site configuration landing page, and when the user does not have the permission to access the Top category in the list of categories linked to the Help site, the articles are not loaded on the Help site's home page.
