Root Cause
This behavior is as per Pega product design.
Resolution
Here’s the explanation for the reported behavior:
When rules does not have Context Sensitive parameter configuration (that is, parameters display automatically when configured in the UI). Thus, the rules do not display the parameters input in the UI.
As a local-change, set the parameter values in advance through a data transform.
