No rule validate option in tenants

Summary
Not able to see the option to validate the rule in shared layer.
Following is the path: Designer Studio> System> Release>Upgrade> Validate.
In the Tenant layer the validate option is not available.
Error Messages

Steps to Reproduce
Go to Designer Studio> System> Release>Upgrade> Validate.
Observe that in the Tenant layer the validate option is not available.
Root Cause
In PRPC 7.1.8 tenant level security changes have added limitation on what can be done in the tenant layer by a tenant admin.
One of these is the removal of the Validate Designer Studio > System > Release > Upgrade > Validate menu option.
This issue was determined to be a product enhancement request.
Resolution
This issue is scheduled to be resolved in the future release.
