No ruleset versions available when Save As a rule

Summary
It is observed that after upgrading from PRPC 6.2 to Pega 7.1.7, users are not able to see all the available ruleset while trying to perform 'save as' on any rule.

Steps to Reproduce
Try performing 'Save As' on an existing rule and notice that the all the rulesets are not getting listed.
Root Cause
In Rule Utility Function pxAllowsRecordInRuleSet, the logic for returning the ruleset version fails when the highest RSV is not included in the application stack. Because of this; customer is not able to create instances of section, flow action etc.
Resolution
Hotfix Item HFIX-21171 resolves this issue
